Pipeline Assessment for Likelihood/Consequence of Failure and Criticality
The City of Spokane, through its Water and Hydroelectric Services Department, is soliciting proposals from qualified firms to provide geospatial analysis and machine learning-based risk assessment services for its potable water pipeline network. The project will develop predictive models to evaluate the Likelihood of Failure and Consequence of Failure for individual pipe segments and generate a combined criticality score. Deliverables include multiple geographic information system data layers, a web-based analytics platform with dashboard and mapping functionality, validation of predictive accuracy through desktop and field analysis, and an annual findings report with recommendations for capital planning and leak detection prioritization. The selected firm will process City-supplied geographic information system and break history data annually and provide technical support, training, and quarterly follow-ups. The initial contract term is one year with options for two one-year renewals.
