"I have a question about lower-tier subcontracting for the Geotechnical & Environmental Engineering Services RFSOQ. If a second-tier subconsultant anticipates using lower-tier (third-tier) subconsultants to perform portions of the work, must those third-tier firms be identified on Schedule A at the time of SOQ submittal? If so, is the second-tier subconsultant also required to provide rate and fee information for the third-tier firms with the SOQ submittal? Alternatively, may third-tier subconsultants be identified later, at the time of the task work order solicitation?"

If a potential subcontractor is qualified in multiple NAICS areas (e.g. a subcontractor qualifies for both remediation services and testing laboratories), will soliciting for one service exclude them from being solicited for other services? Or does the solicitation count for both categories automatically?

Our firm recently underwent a corporate entity name change, and our profile with the City of Los Angeles does not yet reflect the current entity name. Could you please advise on the preferred process for updating our profile during the procurement period? Additionally, can you confirm whether updating the profile at this stage would have any impact on the BIP outreach efforts, certifications, or other information already submitted as part of this RFP response?

Regarding the Business Inclusion Program anticipated levels of participation; if a subcontractor has multiple certifications can that be counted in each category? For instance, if a drilling subcontractor has MBE and WBE certifications; can work performed by that subcontractor be split among their classifications? As an example, if $50,000 subcontracted drilling work is performed as part of this contract, can a percentage of that $50,000 be assigned to meet the MBE participation and a percentage of the $50,000 be assigned to meet the WBE participation?

Submissions must be delivered to Jin Hy, Senior Management Analyst I, Geotechnical Engineering Division, 1149 S. Broadway, Suite 120, Los Angeles, CA 90015-2213. Required materials include: (1) Cover Letter and Statement of Qualifications — five hard-copy sets, consisting of one original and four copies; (2) Materials listed in Section 8 — two hard-copy sets, consisting of one original and one copy, separately bound and clearly labeled; and (3) Cover Letter, Statement of Qualifications, and Section 8 materials — one PDF copy on a USB flash drive. Responses may be submitted by mail at any time prior to the deadline. City staff will accept in-person submittals on the due date between 9:00 a.m. and 2:00 p.m. Only written responses will be considered.
