Preparation of California Environmental Quality Act (CEQA) Studies
The City of Rialto is soliciting proposals from qualified professional consulting firms to prepare environmental documentation for the North Rialto Zone Change Project in compliance with the California Environmental Quality Act (CEQA). The project consists of a General Plan Amendment, Zone Change, and Specific Plan Amendment to convert three separate industrial-designated areas into residential designations. No physical development is proposed as part of this action. The selected consultant will prepare an Initial Study, supporting technical appendices, a Vehicle Miles Traveled (VMT) Analysis Project Scoping Form, and potentially a VMT Assessment. The City anticipates the project will qualify for either a Negative Declaration or a Mitigated Negative Declaration. The consultant will also attend one Planning Commission hearing and two City Council hearings. The City will retain responsibility for Assembly Bill 52 and Senate Bill 18 compliance documentation, public noticing, and circulation requirements.
