The City of Pomona is seeking qualified professional consulting firms to conduct an independent audit of its Safe Clean Water Program. The selected consultant will evaluate compliance with the terms of the Transfer Agreement between the City and the Los Angeles County Flood Control District, as well as applicable provisions of the District’s Code of Ordinances. The audit will cover fiscal years 2023–2024, 2024–2025, and 2025–2026, and will include a financial and compliance review of program expenditures, eligibility of costs, and adherence to regulatory requirements. The consultant will also assess internal controls and provide an audit opinion in accordance with Generally Accepted Auditing Standards and Government Auditing Standards. The resulting audit report will support transparency and accountability and must be submitted to the District by March 31, 2027. This engagement is expected to result in a one-year contract beginning July 1, 2026.
