The City of Oak Harbor is seeking qualified consulting firms to provide professional engineering services for the Midway Boulevard Improvements Project. The project involves the preliminary engineering and design of roadway improvements along approximately 1.2 miles of Midway Boulevard, a four-lane arterial roadway serving as a key gateway into the city from State Route 20. The selected consultant will develop preliminary engineering deliverables including plans, specifications, and cost estimates, and will support future phases such as right-of-way acquisition and construction engineering services. Planned improvements include roadway reconfiguration to enhance access for pedestrians, bicycles, and transit users while maintaining vehicle mobility. The project may include intersection upgrades, stormwater treatment design, lighting improvements, traffic data collection, surveying, landscaping, and right-of-way assistance. The consultant will also coordinate with city staff, comply with federal and Washington State Department of Transportation requirements, and assist with public outreach activities.
