Ventura County Public Works Agency is seeking qualified consultants to conduct a comprehensive water cost of service study and rate design analysis for Ventura County Waterworks District Nos. 1, 17, 19, and 38. The selected consultant will evaluate existing water rate structures, enterprise funds, operational costs, capital improvement needs, debt obligations, reserve requirements, and future infrastructure investments. The study will include development of updated rate models, assessment of customer fees and capacity charges, and recommendations for sustainable water rates for fiscal years 2026 through 2031. Services also include compliance with California Proposition 218 requirements, financial forecasting, evaluation of capital improvement charges, and development of emergency rate structures for drought and water supply shortages. The consultant will prepare draft and final reports, conduct stakeholder and advisory committee meetings, provide financial planning models and staff training, and support presentations before the Ventura County Board of Supervisors.
