WHAT THEY WANT
(Summarized from the RFP)
The City of Visalia is seeking a qualified consulting firm to perform a comprehensive solid waste cost-of-service and rate study. The City runs a self-supporting solid waste enterprise fund serving roughly 145,000 residents, and its revenues, drawn mainly from service charges, must cover operations, maintenance, debt and capital programs. The study is meant to validate the current rate structure and recommend rates that generate adequate revenue for the utility and each of its divisions.
