Professional Services for The Human Services Department
The City of Oakland Human Services Department is seeking qualified agencies, firms, project teams, or individuals to provide a range of professional consulting services supporting social service programs that benefit children, youth, families, single adults, and aging adults in Oakland. Through this Request for Qualifications, the city intends to establish a pool of qualified consultants who may be contracted for multiple service categories including strategic planning and community engagement, marketing and communication services, independent program evaluation, training and capacity building, financial and programmatic audit services, and fiscal sponsorship. These services are intended to help the Human Services Department strengthen program implementation, improve outreach and engagement, evaluate program effectiveness, and enhance organizational capacity among community-based partners. Selected consultants will support initiatives addressing poverty reduction, homelessness services, youth development, economic empowerment, trauma-informed care, and services for older adults. Contracts may be funded through a combination of federal, state, county, philanthropic, and City of Oakland general funds.
