The scope includes conducting an initial assessment of available funding tools, providing ongoing advisory services, including debt analysis, bond structuring, and financial planning, and supporting the implementation of financing programs. The advisor will also assist with public engagement strategies, voter-approved funding initiatives, and coordination with other consultants. The goal is to develop sustainable and effective financing solutions to address infrastructure demands driven by growth, aging assets, and climate-related challenges. The contract term is three years with optional extensions.
