The City of Tacoma, through Tacoma Public Utilities – Tacoma Power, is seeking qualified consultants to provide program management and organizational change management services to support the implementation of Markets Plus, a day-ahead energy market operated by the Southwest Power Pool. The selected consultant(s) will assist with strategic coordination across multiple workstreams, including project planning, stakeholder engagement, risk management, and executive reporting. Services will also include organizational change management activities such as leadership development, communication planning, workforce transition support, and training program design. The objective is to ensure a smooth transition to the new energy market framework while aligning internal processes, systems, and personnel.
