Public Art for the Salem Civic Center Improvement Project
The City of Salem is soliciting qualifications and proposals from artists or artist-led teams to design, fabricate, and install site-specific public artwork as part of the Salem Civic Center Improvement Project. This initiative is funded through a voter-approved community improvement bond supporting seismic upgrades, system improvements, and accessibility enhancements to the Civic Center campus. The selected artist(s) will create either two-dimensional or three-dimensional artwork for one of two identified atrium locations within City Hall. The artwork must reflect themes of civic engagement, transparency, resilience, and Salem’s role as Oregon’s state capital, while complementing the building’s Brutalist architecture. The project emphasizes durability, safety, and resistance to vandalism due to the semi-exterior atrium environment. The selected artist(s) will coordinate with the City’s design-build team and oversee fabrication, engineering, and installation. The total available budget is approximately $130,000, inclusive of all design, materials, installation, and related costs.
