The City of Anaheim is seeking qualified consulting firms to serve as the City’s Public Private Partnership (P3) agent and advisory consultant for the Anaheim East/West Transit Connector project. The selected consultant will support the development and implementation of a P3 procurement strategy connecting the Anaheim Regional Transportation Intermodal Center (ARTIC) with key destinations in the Anaheim Resort area. Services include stakeholder outreach and consensus building, project management, development of procurement documents, RFQ/RFP administration, evaluation support, negotiations, financial close assistance, and transition-to-delivery coordination. The consultant will also assist with legislative and policy recommendations needed to support the P3 procurement process. The project emphasizes clean transit technology, accessibility compliance, fare integration, operational optimization, and sustainability objectives.
