The City of Modesto is seeking proposals from qualified consulting firms to conduct a comprehensive public sector compensation study for multiple employee groups, including management, confidential, police non-sworn, police officers, and unrepresented employees. The selected consultant will perform a total compensation analysis comparing the City’s salary and benefits structure with approximately 8–10 comparable labor market agencies. The study will evaluate base salaries, supplemental pay, retirement contributions, medical benefits, and other compensation elements. Services include stakeholder meetings, project scheduling, compensation surveys, benchmarking, statistical analysis, preparation of findings and recommendations, and submission of draft and final reports.
