Public Transit Operation Services
City of Thousand Oaks requests a qualified contractor to operate comprehensive public transit services for the City of Thousand Oaks and participating partner agencies beginning July 1, 2027. Services include fixed-route bus service (six local routes plus seasonal service), Americans with Disabilities Act (ADA) paratransit, Senior Dial-A-Ride (DAR), intercity DAR for the East County Transit Alliance (ECTA), and any future transit additions (for example, micro-transit or shuttles). The City requires the proposer to provide all operations staffing, supervisory and management personnel, daily dispatch and customer service, vehicle leasing/provision (brand‐new, previously unregistered vehicles), maintenance planning, bilingual staffing, training programs, on‐time performance and productivity targets, safety and compliance with FTA/DOT rules, data reporting (NTD), and a smooth transition with facilities and fueling plans.
