Racial And Identity Profiling Data Analysis
The City of Santa Monica Police Department is seeking qualified consultants to provide data analysis, reporting, and public presentation services related to the California Racial and Identity Profiling Act (RIPA). The selected contractor will analyze law enforcement stop data submitted through the California Department of Justice Stop Data Collection System and evaluate patterns related to race, ethnicity, gender, disability, sexual orientation, and other protected characteristics. Services include cleaning and analyzing datasets, conducting statistical disparity analysis, evaluating response times and operational efficiency, and recommending staffing, deployment, and policy improvements to support equitable policing practices. Deliverables include annual RIPA analytical reports, data visualizations, and presentations to community groups and city council to improve transparency and public trust.
