The City of Santa Barbara is seeking a qualified consultant team to conduct a comprehensive two-year Raw Water Quality Study (Study) at the City-owned Charles E. Meyer Desalination Plant (Desal Plant), a municipal-grade seawater desalination facility operated by IDE Americas, Inc. under a Design/Build/Operate contract. The Desal Plant produces approximately 3 million gallons per day of potable water, representing roughly 30% of the City's annual supply. The study aims to develop a thorough understanding of source seawater quality and its variability over time, with particular focus on physical, chemical, and biological parameters — including algal blooms and phytoplankton — that affect pretreatment performance, membrane operation, chemical use, energy consumption, and overall plant reliability. The ultimate goal is to generate a comprehensive dataset and recommendations to support future monitoring, operational planning, and optimization of Desal Plant operations.
