Seattle Public Utilities is seeking qualified consultant teams to support a multi-year data modernization initiative that will improve how the utility manages, governs, integrates, and uses data across its water, wastewater, drainage, and solid waste operations. This rebid solicitation is intended to establish a pool of on-call consultants that can provide services across three capability tracks: strategy and governance, platform and architecture, and analytics and insights. Work may include data strategy development, governance frameworks, data quality improvement planning, cloud platform assessment, integration architecture, ETL and pipeline development, interoperability planning, dashboard and report development, KPI design, self-service analytics enablement, machine learning and artificial intelligence use case development, and staff training. The City expects consultants to work within a complex public-sector environment shaped by legacy systems, operational constraints, equity commitments, and the need for transparent, practical, and maintainable solutions. Work assignments will be issued over the contract term as needed and may involve onsite and remote delivery.
