Request for Programmatic Qualifications Supportive Housing Services
Washington County, in cooperation with Clackamas County and the Housing Authority of Clackamas County, is seeking qualified organizations to provide supportive housing services for individuals and households experiencing or at risk of homelessness. The procurement will establish a pool of qualified suppliers eligible for future contracts under the region’s voter‑approved Supportive Housing Services Program. Services may include outreach and engagement, shelter and transitional housing, connections to permanent housing, supportive housing stabilization, and wrap‑around supports. The program prioritizes culturally responsive, low‑barrier services that address the needs of communities disproportionately affected by housing instability. Funded through a regional tax measure, the program is part of a coordinated tri‑county effort to build a comprehensive system of care. Qualified suppliers may be eligible for contracts over a five‑year period beginning in fiscal year 2026–27, depending on future allocation processes by participating counties.
