Review of Franchise Waste Hauler Diversion Reporting and Billing Accuracy
The City of Rancho Cucamonga is seeking a qualified consulting firm to conduct an agreed‑upon procedures review of its franchised solid waste hauler’s diversion reporting and billing accuracy. The selected consultant will analyze diversion tonnage reports, perform statistical sampling of weight tickets, and conduct waste characterization reviews to confirm the accuracy of reported diversion rates. The work also includes recalculating residential, commercial, and roll‑off service bills to verify proper billing practices, franchise fee payments, and gross receipts. The consultant will identify discrepancies, overpayments, or underpayments and assess whether the hauler is meeting contractual diversion requirements, including the minimum 30 percent landfill diversion threshold. The project covers the reporting period from July 1, 2024, through June 30, 2025. Deliverables include analytical findings and a summary report detailing compliance with the city’s integrated solid waste management agreement, billing accuracy, and diversion performance.
