The County of Marin is seeking qualified consulting firms to prepare a comprehensive Development Impact Fee (DIF) Nexus Study and update its existing fee program. The selected consultant will evaluate current impact fees, analyze infrastructure and facility needs driven by new development, and ensure compliance with California’s Mitigation Fee Act and Assembly Bill 602. The scope includes reviewing existing plans and financial documents, conducting nexus and proportionality analyses, and recommending updated or new fee structures. The consultant will also develop a Residential Feasibility Analysis to assess the financial viability of housing under proposed fee scenarios. Additional responsibilities include stakeholder engagement, public outreach, the preparation of reports and presentations, and recommendations to improve fee administration and reporting practices. The goal is to align development fees with infrastructure costs while supporting growth, policy priorities, and housing feasibility across the County.
