The State of Washington Department of Transportation (WSDOT) is issuing a Draft to Industry release for its Roadway Toll Systems Modernization Programs to solicit feedback from vendors prior to releasing a formal Request for Proposal. The initiative aims to modernize toll collection systems across multiple facilities through two anticipated contracts: Open Road Tolling roadway systems and Side-Fire tolling systems. The program includes deployment of electronic tolling infrastructure, proof-of-concept implementations, and potential future system expansions. Vendors are asked to review draft procurement documents, including technical requirements, contract structures, and performance metrics, and provide feedback on key areas such as system transition strategies, key performance indicators, operations and maintenance, and infrastructure approaches. This early engagement is intended to refine requirements, improve feasibility, and ensure effective system implementation ahead of the final RFP release.
