Roseville Electric Utility is a community-owned electric utility serving a city of more than 145,000 residents northeast of Sacramento. Its Generation division operates and maintains the City's power generation facilities, which include mechanical, electrical, and control systems requiring highly specialized skills. While a formalized program exists for Power Plant Operators, training for the rest of the facility has relied on informal on-the-job instruction and craft experience, which has produced inconsistencies in employee readiness, gaps in the operator qualification structure, and variable training content as the workforce turns over.
