SAFE System to Solve
The County of San Mateo Health Administration is seeking proposals for a secure, cloud-based continuous improvement and problem-solving technology platform to support structured root-cause analysis, incident reporting, and organizational learning across its health divisions. The system will enable staff to submit, track, and manage improvement opportunities, including harm and risk-of-harm incidents, improvement ideas, and grievances. The platform must support configurable workflows, supervisory coaching, collaboration across divisions, and Lean problem-solving methodologies. It must also provide analytics, performance dashboards, forecasting capabilities, and reporting tools to measure participation, impact, and return on investment. Required technical capabilities include cloud-based architecture, integration with Okta single sign-on and Active Directory, and potential interfacing with the Epic electronic health record. The system must comply with Health Insurance Portability and Accountability Act requirements and ensure role-based access controls, audit logging, and data security. The selected vendor will provide implementation, training, maintenance, and ongoing support services.
