HOW TO SUBMIT
Proposals must be submitted electronically through the City of Bellingham's procurement portal, Procureware, at https://cob.procureware.com/, under the responses tab for this solicitation. The City requests electronic submission in keeping with its waste reduction policies. The proposal must include a signed cover letter substantially similar to the sample provided in Attachment A, executed by a person authorized to legally bind the submitting entity. Fax submissions are not accepted. The proposal package should follow the format sequence specified in Section 8: signed cover letter, table of contents, one-to-two-page summary, and the full proponent response addressing all elements in Section 7, with all pages consecutively numbered.
