San Diego Gas and Electric Safety Culture Comprehensive Assessment
The California Public Utilities Commission is seeking an independent third‑party evaluator to conduct a comprehensive safety culture assessment of San Diego Gas and Electric. The project is intended to evaluate organizational culture, leadership practices, and workforce behaviors related to safety across all levels of the utility. The assessment will follow the Commission’s Safety Culture Assessment Framework, derived from international safety culture methodologies, and will use multiple data‑collection methods, including surveys, interviews, focus groups, site observations, and document reviews. The selected contractor will analyze findings, evaluate progress since prior assessments, and provide actionable recommendations to improve safety practices, monitoring tools, and self‑evaluation processes. The effort is part of a statewide initiative to strengthen oversight of investor‑owned utilities following major safety incidents and legislative directives requiring regular safety culture assessments. The contract includes planning, data collection, analysis, reporting, stakeholder engagement, and final presentations over an anticipated twelve‑month project timeline.
