Nevada County, on behalf of the Nevada County Sanitation District Number 1, is seeking qualified consulting firms to conduct a comprehensive wastewater fee study across all service zones. The purpose of this study is to evaluate current wastewater rates, assess operational and capital costs, and develop equitable and sustainable rate structures based on cost-of-service principles. The selected consultant will analyze existing fee structures, project future financial needs, and recommend updated rates that ensure full cost recovery, account for inflation, and support infrastructure maintenance and capital improvements. The study must also include financial modeling, reserve recommendations, and benchmarking against comparable agencies in California. Additionally, the consultant will assist with Proposition 218 compliance, including public outreach, notices, and presentations to advisory committees and the Board of Supervisors. The final deliverable will establish a legally defensible nexus between fees and services while supporting the long-term financial stability of the wastewater system.
