HOW TO SUBMIT
Submit electronically through the City's secure online bidding system (BidsOnline, www.ci.richmond.ca.us/bids); all required sections must be submitted through the website, and the bidder is solely responsible for on-time submission. Late proposals are not accepted; the system issues an e-bid confirmation number with a time stamp, and the City receives only successfully transmitted proposals. New vendors must register to download the RFP. The proposal and required certifications must be signed by an individual authorized to execute legal documents for the proposer. Proposal limited to 20 pages (8.5 x 11 inches) including graphics and forms, excluding the cost proposal, resumes, required forms, certifications, covers and sub-consultant letters of commitment; 12-point font, one-inch left and right margins, 0.7-inch top and bottom margins. Include the Sanctuary City Compliance Statement and the LLC Disclosure Statement. State any exceptions to the RFP or the City's Standard Services Agreement by section number; replacing the agreement entirely is not accepted. Questions go through the BidsOnline Q&A tab.
