Service Area 3B: Justice-Involved Youth Services
The County of Santa Cruz Probation Department is seeking qualified organizations to provide in-custody services for justice-involved youth. The selected contractor will deliver culturally responsive, trauma-informed, and evidence-based programming within Juvenile Hall and related secure youth facilities. Services are intended to reduce recidivism and improve life outcomes by addressing criminogenic risk factors, including antisocial thinking, behavioral challenges, and identity development. Programming will focus on cognitive restructuring, social skills, emotional regulation, decision-making, conflict resolution, and restorative justice practices. Contractors will also support civic engagement, leadership development, and pro-social activities that strengthen community connections. The County prioritizes services that are culturally and linguistically competent, equity-focused, and aligned with evidence-based practices and the Risk-Needs-Responsivity model. The contract supports rehabilitation, personal growth, and successful reintegration into the community for detained youth, with an estimated funding level of $65,000 for this service area.
