Service Area 4B: Justice-Involved Youth Services
The County of Santa Cruz Probation Department is seeking qualified organizations to deliver in‑custody vocational, job skills, and employment readiness services for justice‑involved youth housed in Juvenile Hall. The program is intended to reduce recidivism and improve long‑term outcomes by helping youth develop marketable skills, explore career pathways, and build a positive work‑related identity. Services should be culturally responsive, trauma‑informed, and aligned with evidence‑based practices. Programming will emphasize hands‑on, experiential learning in areas such as barbering, automotive mechanics, construction, or other relevant trades. Contractors must provide structured instruction, integrate employability skills, and support youth in achieving industry‑recognized certifications or pre‑apprenticeship credentials. Services must be adaptable to facility constraints and delivered within the secure environment of Juvenile Hall. The County plans to award funding to one or more organizations capable of providing measurable outcomes in skill development, educational attainment, and successful reentry into the community.
