SOAR Training and Technical Assistance Services
The State of Idaho Department of Health and Welfare is seeking a qualified contractor to provide statewide Supplemental Security Income and Social Security Disability Insurance Outreach, Access, and Recovery (SOAR) training and technical assistance services. The goal of this RFP is to strengthen Idaho’s capacity to support individuals experiencing or at risk of homelessness, particularly those with serious mental illness or co-occurring disorders, in accessing disability benefits. The selected contractor will deliver comprehensive training programs, maintain an online learning platform, and provide ongoing technical assistance, coaching, and consultation to SOAR case managers. Services include curriculum development, performance tracking, and continuous updates aligned with Social Security Administration and Disability Determination Services standards. The project also emphasizes innovation, data tracking, and capacity building to improve application outcomes, streamline processes, and enhance collaboration across behavioral health and social service systems statewide.
