WHAT THEY WANT
(Summarized from the RFP)
Lane County Health & Human Services is soliciting proposals from qualified organizations to provide Social Security Administration Representative Payee services for an estimated maximum of 160 adult clients of Lane County Behavioral Health at any given time. The Representative Payee program assists individuals whom the Social Security Administration (SSA) has determined are legally competent adults unable to manage or direct the management of their own Social Security or Supplemental Security Income (SSI) benefits. The selected organization will be appointed by SSA to manage those benefits on behalf of clients. The Lane County Community Mental Health Program (LCCMHP), contracted through the Oregon Health Authority (OHA), serves individuals across Lane County — both rural and urban — who face barriers accessing services funded through commercial insurance or the Oregon Health Plan, and the representative payee contractor will serve this population. Core responsibilities include: maintaining accurate and separate financial records for each client in compliance with SSA requirements; completing SSA annual accounting reports; implementing robust internal monitoring, auditing, and fraud prevention controls; reporting misuse, overpayments, and eligibility changes to SSA; assessing client needs and assisting clients with independence, therapy, and support services; staffing appropriately qualified personnel in sufficient full-time equivalent positions; and safeguarding client data and identity in accordance with SSA expectations. Proposals must also address trauma-informed service delivery, language access in clients' language of choice, and demonstrated experience serving individuals with high acuity behavioral health symptoms and substance use challenges. The selected contractor must comply with all SSA rules as outlined in the SSA Guide for Organizational Representative Payees. The contract is anticipated to commence January 1, 2027, and run through June 30, 2028, with potential renewals through June 30, 2032 (up to four renewal years), contingent on performance, available revenue, and changes in service plans. No budget ceiling is stated in the solicitation documents.
