Clark County Public Works Solid Waste and Recycling Division is seeking a qualified consulting team to support the Regional Solid Waste System Steering Committee in planning and implementing a transition toward a regional solid waste utility structure. The consultant will provide facilitation, legal analysis, financial evaluation, project management, and stakeholder engagement services to guide multi-jurisdictional decision-making. Work includes developing a governance and operational framework, supporting transition strategies for transfer station ownership, assisting with the siting and development of a North County Transfer Station, and aligning actions with the Comprehensive Solid Waste Management Plan. The selected team will help prepare interlocal agreements, conduct financial and asset-transfer analyses, coordinate meetings, and develop public outreach strategies. The effort involves collaboration among Clark County and multiple cities to establish a publicly owned regional solid waste system with long-term operational, legal, and financial sustainability.
