The State of Washington Department of Health is seeking a qualified contractor to provide a Third-Party Data Manager Solution to support the Sexual and Reproductive Health Program (SHRP). The selected vendor will deliver, operate, and maintain a secure, Health Insurance Portability and Accountability Act–compliant and Uniform Health Care Information Act–compliant Clinic Visit Record data system. This system must collect, process, store, and report client-level data from program-funded subrecipients delivering sexual and reproductive health services across Washington. The solution will replace a legacy system and support federal Title Ten Family Planning Program reporting, including the Family Planning Annual Report, as well as state-level data analysis, monitoring, and decision-making. Required services include system design, development, integration with existing state infrastructure, data migration, training, deployment, ongoing support, and compliance with strict security, privacy, and interoperability standards, including Electronic Health Record integration.
