The State of Oregon, through the Oregon Business Development Department, is seeking qualified venture capital fund managers to serve as co-investment partners for its Business Oregon Venture Direct Program under the State Small Business Credit Initiative. This program is funded through the American Rescue Plan Act and aims to support small businesses by deploying venture capital investments into Oregon-based companies. The selected proposer will establish and manage an investment entity, such as a limited partnership or limited liability company, and will work alongside the state to co-invest funds in eligible businesses. The program emphasizes leveraging private capital, supporting socially and economically disadvantaged individuals, and ensuring compliance with federal Treasury guidelines. Responsibilities include investment sourcing, evaluation, structuring, compliance, reporting, and stakeholder coordination. The contract term is expected to span up to ten years, with proposals accepted on a rolling basis.
