HOW TO SUBMIT

Step 1 is a Statement of Qualifications (SOQ) emailed to CSOSubmittals@wsdot.wa.gov as separate Adobe Reader compatible PDF files, formatted as 8.5 x 11 inch single-sided pages with text no smaller than 12 points (8 points in charts and graphs). The SOQ responds to scoring Criteria 1 through 3 and is limited to 30 pages, not counting front and back covers. The cover must show the title of the RFQ and the firm name. Multiple emails are acceptable (20 MB limit per email); WSDOT does not confirm receipt, so consider requesting a delivery or read receipt. Faxed submittals are not accepted. Up to three shortlisted firms are then invited to submit a Step 2 proposal (letter of transmittal, responses to criteria 1 through 5, Performance Evaluations, Contractor Certification for Workers' Rights, three references, and Consultant Information Forms for the prime and all sub-consultants; no page limit) and to interview. Mark any proprietary information on every page; a submittal declared wholly confidential or copyrighted is disqualified.
