The City of Menifee is seeking qualified consulting firms to provide professional services to support the preparation, processing, and coordination of a Local Agency Formation Commission annexation application for the Menifee Parks Landscape Maintenance District. The project involves guiding the City through the annexation process to transition maintenance responsibilities for parks, streetscapes, retention basins, and related facilities currently managed by the Valley-Wide Recreation and Park District. The selected consultant will assist with process guidance, California Environmental Quality Act compliance documentation, district boundary verification and mapping, preparation of a Plan for Services, fiscal and administrative analysis, and development and submittal of the full annexation application package. Additional responsibilities include agency coordination, hearing support, and post-approval implementation filings. Optional services may include assessment, engineering, and annexation support for additional maintenance districts. The contract will be structured as a not-to-exceed professional services agreement.
