Telemedicine and Resident Communications for Juvenile Rehabilitation
The State of Washington Department of Children, Youth & Families (DCYF), through its Juvenile Rehabilitation (JR) division, is seeking a qualified contractor to design, implement, and support a secure telemedicine and resident communications technology solution. The system will enable youth in JR-supervised facilities to communicate with healthcare providers, legal representatives, family members, and approved contacts while maintaining strict privacy and security standards. The solution must be cloud-based and capable of operating in secure institutional environments using ruggedized tablet devices. Core capabilities include telehealth video sessions, secure messaging, voice and video communication, scheduling, and controlled access to rehabilitative, educational, and wellness programming. The system must comply with federal and state privacy regulations, such as HIPAA, and integrate with existing JR technology systems where applicable. Additional responsibilities include deployment, training, technical support, device lifecycle management, and performance monitoring.
