The County of Orange Probation Department is seeking qualified organizations to provide Theatre Arts and/or Music Instructional Services to youth and young adults under its supervision, including those realigned under Senate Bill 823 (Juvenile Justice Realignment). Services will primarily support incarcerated and justice-involved youth housed in County facilities or supervised in the community. The selected contractor will develop and deliver structured 12–15 week cohorts focused on foundational acting, drama, and/or music instruction. Programming will include weekly rehearsal sessions culminating in a final performance or showcase. Instruction must promote creativity, collaboration, communication, public speaking, resilience, and personal development. Services will be delivered onsite at designated Probation facilities, and contractors must provide qualified teaching artists, manage cohort implementation, and submit outcome and participation data. The program supports rehabilitative goals by offering constructive artistic engagement and skill-building opportunities aligned with youth development best practices.
