Timekeeping, Human Resource, And Payroll Software
Grays Harbor County is soliciting proposals for the acquisition and implementation of a comprehensive, cloud-hosted timekeeping, human resource management, and payroll software system. The County seeks to replace its legacy, largely manual payroll and timekeeping processes with an integrated platform that automates payroll processing, leave tracking, job code management, union contract compliance, benefits administration, and reporting. The system must support complex public-sector requirements, including fund-based accounting under Washington State Budgeting, Accounting, and Reporting System standards, grant tracking, union contract rules, overtime calculations, and multi-department workflows. The selected vendor will provide software licensing, implementation services, data migration, staff training, system integration with existing applications such as InTime and WinCAMS, and ongoing maintenance and support. The County intends to enter into a long-term agreement, preferably ten years, and fully implement the system by the end of calendar year 2026.
