WHAT THEY WANT
(Summarized from the RFP)
The City of Thousand Oaks is seeking a qualified consultant to prepare a comprehensive update to the city's Transportation Impact Mitigation Fee (TIMF) program — a legally defensible nexus study that establishes the relationship between proposed transportation system improvements and fees charged to new land development, in conformance with California Government Code Section 66000 et seq. (Assembly Bill 1600). The 2019 Traffic Impact Mitigation Fee Nexus Study will be superseded by this update upon completion.

HOW TO SUBMIT
Proposals must be submitted electronically via the City's eProcurement Portal at https://procurement.opengov.com/portal/toaks. Proposers must register with the City and be logged in before downloading solicitation documents or submitting a proposal; a proposer who fails to register will be deemed non-responsive. When registering, use NIGP Codes 91800 (Consulting Services), 92500 (Engineering Services, Professional), and 92600 (Environmental and Ecological Services). Proposals must bear original signatures and figures prior to being scanned and uploaded; if no document bearing original signatures can be identified, the proposal may be rejected. The portal closes submissions after the scheduled deadline and no late proposals are accepted. The following documents must be uploaded separately as required components: the technical proposal, cost proposal (uploaded separately from the technical proposal), project schedule in PDF format, Non-Collusion Affidavit Form, Levine Act Disclosure Form, and W-9. Any confidential information must be uploaded separately in the Vendor Questionnaire section, clearly labeled 'CONFIDENTIAL' with the applicable statutory exemption cited; a proposal labeled in its entirety as confidential will be deemed non-responsive. Addenda must be acknowledged via the portal. Proposals are not opened publicly.
