WHAT THEY WANT
(Summarized from the RFP)
The City of South Pasadena, a small general law city about six miles northeast of downtown Los Angeles, is seeking an experienced investment banking firm to serve as underwriter for its 2026 Water Revenue Refunding Bonds. The City plans a negotiated sale to refund all or part of its outstanding 2016 Water Revenue Refunding Bonds, originally issued at $37,845,000 with a final maturity in 2039. Of that issue, $28,180,000 remains outstanding and becomes callable at par on October 1, 2026. Because only maturities that generate positive savings will be refunded, the final size and structure will follow market conditions, with a par amount currently anticipated between $20 million and $30 million.

HOW TO SUBMIT
Submit one proposal as a single PDF through the City's online bidding system, PlanetBids. Proposals are limited to 25 pages, excluding resumes, sample project pages, and proposal forms, and open with a cover letter of no more than two pages addressed to Joan Powe, Procurement Contracts Administrator. The cover letter identifies the authorized negotiator and signatory, acknowledges all addenda, confirms the proposal is valid for at least 180 days, and accepts or notes exceptions to the sample Professional Services Agreement (Appendix A). Written questions must be submitted through PlanetBids only, and answers and addenda are published there; failure to acknowledge addenda may make a proposal non-responsive. Direct all contact about this RFP to the named Procurement Contracts Administrator only, because contact with other City staff may result in disqualification. Submitted proposals must not be copyrighted.
