HOW TO SUBMIT
Proposals must be submitted electronically through the Public Purchase portal. Proposals submitted early may be withdrawn or modified through the portal until the deadline, and late proposals are not accepted. The proposal is limited to 20 single-sided 8.5 x 11 inch pages in 11-point font with numbered pages, one-inch margins and a table of contents, excluding the introductory letter, table of contents and attachments. It must follow the nine required sections in order, starting with a signed introductory letter on letterhead addressed to the City's Utilities Administrative Manager that acknowledges all addenda. Separate attachments are required: a cost proposal, at least three references, resumes of up to four pages per key team member, and a W-9 and California business verification for the firm and each subconsultant. Questions go through Public Purchase only; do not contact City staff directly. Unsigned proposals or those signed by someone not authorized to bind the firm are rejected.
