Venue Economic Impact Report
Metro, acting through the Metropolitan Exposition Recreation Commission, is seeking a qualified firm to prepare annual economic impact reports for four major visitor venues: the Oregon Convention Center, Oregon Zoo, Portland’5 Centers for the Arts, and the Portland Expo Center. The selected consultant will analyze and quantify the fiscal and economic impacts of both operational activities and capital projects for fiscal years 2026 through 2030. Required services include reviewing industry methodologies, recommending an impact measurement framework, and calculating direct, indirect, and induced spending; employment impacts, including full-time equivalent jobs and personal income; and estimated tax revenues to Metro, three counties, and the State of Oregon. The consultant will prepare individual annual reports for each venue and a consolidated summary report. The study’s purpose is to measure regional economic contributions, including community and educational benefits, and to support fiscal planning and policy decision-making. The contract term is anticipated to run from April 2026 through March 2031.
