Waste Services Cost of Service Study
The City of Roseville is seeking qualified consultants to conduct a comprehensive Waste Services Cost-of-Service Study for its Environmental Utilities Department. The study will evaluate current and projected operating expenses and revenues, develop cost-based rate recommendations for at least the next two fiscal years, and provide a 10-year rate forecast. The selected consultant will develop a flexible, user-friendly financial model with interactive dashboards and scenario functionality, and provide training to City staff. The study must address regulatory compliance, including Proposition 218 requirements, assess impacts of new services such as residential recycling and bulky waste collection programs, and evaluate reserve policies, capital replacement planning, and operational costs. Deliverables include a preliminary report, draft final report, final report, and an Excel-based rate model. The consultant may also assist with public workshops, City Council hearings, and the preparation of Proposition 218 notices.
