WHAT THEY WANT

(Summarized from the RFP)

The City of Spokane, through its Riverside Park Water Reclamation Facility, is seeking proposals from firms to provide PFAS sample testing services for its wastewater system. The City was awarded a Washington State grant to conduct a fate and transport study of per- and polyfluoroalkyl substances (PFAS) across its wastewater system, treatment processes and effluent streams, and is looking for laboratories able to supply the analytical services that study needs, including PFAS compound analysis by EPA Method 1633A across water, soils/biosolids and semi-solid/septage matrices.

We have two questions related to "the Proposer Acknowledgment tab in ProcureWare will ask a Terms and Conditions question and provide instructions on how to identify your requested exception(s) in your Proposal submittal to be considered by the City." 1) Can the City provide a copy of the Terms and Conditions question and instructions prior to submitting the bid? 2) Does the list of exceptions to the Terms and Conditions need to be included at the time of submission, or are we able to reserve our right generally to negotiate the Terms and Conditions if we are ultimately selected?

If samples are collected and shipped on separate days, do you have an estimated batch size per shipment?

Scope/requirements

▶

I understand that the two quarterly sampling events detailed in the RFP will involve approximately 40 samples each time. My question is, will all of those samples be collected so that all 40 samples will be compiled and available for shipping or sample pickup at the same day and time? Or will sampling happen on different days so that sample shipping/collection will happen on different days?

Section 3.2(E) of the RFP instructions states that our letter of submittal must contain an "Acknowledgement that the Firm will comply with all terms and conditions set forth in the RFP, unless otherwise agreed by the City." Would the City agree to permit us to negotiate the terms and conditions if we are awarded the work? Specifically, our edits would likely pertain to: - Insurance Requirements - General Limitation of Liability - Indemnification
