Water and Wastewater Utility Cost of Service Study
The City of Roseville is soliciting proposals from qualified consultants to conduct a comprehensive Water and Wastewater Utility Cost-of-Service Study. The study will evaluate current and projected operating expenses, revenues, capital rehabilitation needs, reserve policies, debt coverage requirements, and regulatory impacts to develop recommended utility rates. The consultant will prepare a cost-of-service analysis for water and wastewater utilities, recommend rates for at least the next two fiscal years, and provide a 10-year rate forecast model. Deliverables include a flexible Microsoft Excel rate model with interactive dashboards, scenario analysis capability, and staff training. The study must ensure compliance with California Proposition 218 and consider long-term infrastructure replacement, drought scenarios, service demand changes, and financial sustainability. The consultant will also assist with Proposition 218 notices and may attend public workshops and hearings. The final report is expected within six months of contract commencement.
