The State of Washington Department of Commerce is seeking proposals from qualified contractors to support the Weatherization Assistance Program (WAP) through comprehensive training and technical assistance services. The selected contractor will operate an accredited training center and deliver workforce development programs, hands-on technical instruction, and compliance training aligned with federal and state requirements. Services include building science education, energy auditing, installation practices, health and safety protocols, and certification preparation for weatherization professionals. The contractor will also provide specialized and continuing education, maintain a training website, deliver translation services, and support program administration. Additional responsibilities include facilitating meetings, producing technical documentation, supporting peer learning initiatives, and developing outreach strategies for Tribal communities. The project aims to enhance workforce capacity, ensure regulatory compliance, and improve the quality and consistency of weatherization services across Washington State.
