Workers’ Compensation Claims Administration and Managed Care Services
The City of Escondido is seeking a qualified third‑party administrator to provide workers’ compensation claims administration and managed care services for the City’s self‑insured workers’ compensation program. The selected consultant will be responsible for end‑to‑end claims management, including claim intake, investigation, reserve setting, benefits administration, medical bill review, case management, subrogation, litigation coordination, and regulatory reporting. The City expects the administrator to reduce claim costs and duration, ensure timely and compliant benefit payments, support return‑to‑work efforts, and maintain strong communication with injured employees and City staff. The contract will be for an initial two‑year term with options for three additional one‑year extensions. The administrator must meet detailed performance standards related to caseload management, claim documentation, investigations, fraud control, reporting, system access, and coordination with the City’s human resources and risk management functions.
