The City of Livermore is seeking a prime consultant or integrated consultant team to conduct a coordinated, multi-program update of the fees that fund the City's growth-related infrastructure, facilities, utility capacity and development-review services. The engagement follows adoption of General Plan 2045 on July 27, 2026, which called for a development impact fee update. The City's fee programs now sit in separate ordinances, resolutions, nexus and connection-fee studies, specific plans and annual fee schedules, and are to be brought onto a single, defensible growth baseline.
