The Oregon Department of Early Learning and Care is seeking a consultant to deliver strategic planning and implementation-readiness services for a shared statewide Child Care and Preschool Enrollment Platform. Today Oregon's sixteen Early Learning Hubs, Preschool Promise providers, Baby Promise, and Oregon Prenatal to Kindergarten and Head Start programs each run separate enrollment systems and manual processes, leaving the department without child-level enrollment data and creating barriers for families. The platform would support coordinated enrollment across these programs and, longer term, Employment Related Day Care, advancing a more cohesive, equitable and family-centered public child care and preschool system.
